Can someone please help me. 

I am looking to buy an iphone 5s of someone and who got a new contract but keeping there old phone, as its on contract could the block the phone so i couldnt use it anymore? 

As im with vodafone my self could i ring them and tell them the phone is now mine and get them to change it over into my name so it doesnt get blocked? 

I just scared of getting it then it getting blocked or something.

I'm afraid that there isn't a way for the phone to show in your name.  It will always show in the name of the person who originally bought it from Vodafone. So yes, if you are buying it second hand, you are taking a risk that someone could call up and have it blocked.

If you don't really trust someone then it's best not to do business with them.

But what you could do is to make a screenshot of the phone's general screen under Settings>General which shows the serial number and IMEI number then print that off and get the seller to sign with their details, the amount paid and the method of payment, preferably a cheque. At least if they were then bloodyminded and block the phone you have some comeback with that proof.
If they refuse to do that then look elsewhere for a phone.
