As far as I am aware, the Gear Fit is only available with orders that have been placed online on vodafone.co.uk and not through other means such as via the call centre or via LiveChat. It may be an idea to return the handset, revert the contract, and order again online.
The eForum Team can also look into this for you but I don't know if they will be able to do much as it is an online only promotion. I am curious about something though, you were aware that it was an online promotion, why order from LiveChat when it shows this on the main page:

Erm i would check up on that as they both come at the same time
i was also told this by a Director
I would Give 191 a ring in the Morning (to avoid the offshore call centre) speak to the upgrades team
but don't panic if its wroung as you get 14 day cool off so they can sort this out for you

Hi DaveCD,
I've replied as you requested. I also phoned yesterday to check stock of this offer, and again was told I am eligible for it but there is still no stock, and to try two more times next week while I'm still in the 14 day period, then my options are to keep the phone or send back.
Although I take a pretty pragmatic approach to things like this, it's a shame it can't just be a case of "we're really sorry you've been given the wrong information, that you based your descision on, but we can resolve it by sending you a gear fit when its back in stock, no need to return your phone". My job is in the supply and service industry, and I would do that for my customers, but I guess when you get so massive, and all parts of the business are no longer fully connected, its just too much to ask!

Well they need to sort out there stock as they have just updared there main page promoting this
what we don't want is phones coming out with no watches
first the eforum need to check stock levels if there out of stock then the shop site needs to say this
secound live chat need telling that they can not offer this clearly the staff are after commission on a sale
And all staff need telling any one after the watch has to order this on line
