i have data but cannot make calls at heathrow?

I have a Samsung S8+ but on Thursday when I was in the heathrow area specifically the Hilton at heathrow and at terminals T2 and T5 I found I had data but could not make calls as I was "not registered on the network". It's not an issue on my end as it worked fine in Brussels and Toronto the day before and the day after respectively.

 

never had this problem before at heathrow

For security and revenue protection a network you are roaming on may contact your home network to make sure they are going to be paid for whatever you are about to do.

 

I wonder if there was a temporary issue with Vodafone calling back to Rogers if you were using your Rogers SIM in the phone.
