iPhone not receiving calls

When certain people try to phone me in my iphone it says 'number you have dialled has not been recognised' . This may be restricted to O2 numbers. Have been to ' do not disturb' section and changed settings, but problem has not been solved.

No I didn't import the number. I've upgraded the phone today and still the same problem.
