That sounds more like an error than anything else. Talk to Live Chat asap (Contact Us at the bottom of the page) and see if they can see the same thing. You could also look at the billed and unbilled usage breakdown on My Vodafone in the red banner above.
The other possibility is malware on the phone, but I'm not sure anything could clock up that many messages in the time.

Wow almost 200,000 messages a minute that's impressive!
Either there is an issue with the Vodafone billing system or there is a fault with the device your wife is using.
There is a 3rd possibility, there may be an app installed that is sending messages without you knowing about it. Has your wife installed any apps from anywhere other than the Play Store?
If so I would suggest removing them to see if this stops the messages
