It's possible that MMS isn't provisioned on your account (it can get turned off in the upgrade process sometimes). I'm not sure whether the fact that you can receive them would preclude this possibility, though. Anyway, in the first instance, talk to Live Chart (Contact Us at the bottom of the page) and ask them to check for you.
