If I log on to the router and check the connection speed, my current connection speed shows 54999 kbps, whereas the max rate shows 61531 kbps. The max rate does fluctuate a little (approx 1Mbps), but even if I reconnect or reboot the router, it never connects to the max rate and only goes to the 54999 kbps.
Does this seem like a stuck profile or something different?

What percentage or amount is the overheads? A year or more back, the max rate was around 58Mbps, yet the connection rate was the same 54.999Mbps. The max rate has increased over time, but no change to the connection rate.

It's unusual for the max rate to change by much over time as that is defined by the length and condition of the cable from your cabinet.
The fact it is fluctuating says the condition of the line may be questionable.
DLM will then act to keep your line stable by adjusting the SNR, so just what SNR do you have? (you could copy and paste the DSL stats here if you want.)
Having said that, it does seem a little strange to always get a connection speed of 54999, but you could not really expect much more, Openreach would not be prepared to investigate a line that is generally working well.
