Setting up voicemail on landline

My parents have just moved to Vodafone Home and I'm trying to help them set up their landline voicemail - The site says to call 08080 034 515 - when I do, say voicemail, add home number then listen to the options none of them work. They keep telling me to either go online (which is no help as I can't live chat with an actual human), or to call 121 to turn it on, which isn't working via Landline (think it's mobile specific). Anyone had similar experience and know how to resolve and actually add voicemail to landlines?

I've no idea what's going wrong as they say ring that number and it'll be set up in 3 days @nrasl
