Strange dial tone with blank pips

Went to use my phone this morning and realised the dial tone has a strange blank pip rapidly breaking up the dial tone.

I cant call out or receive calls.

Read elsewhere it can mean messages etc, tried *98 and 1571 but neither did anything.

Does anyone have any suggestions please?

Connection to the router is intact.

If you can't make calls it's unlikely to be a waiting voice message.

I would start by trying a power cycle on the router, and if that doesn't cure it, contact Vodafone.
