Use a 3rd party tunnel like Andrews and Arnolds L2TP service over your cellular connection.
A static IP is not availible on Vofafone cellular network. Dynamic DNS would not help either as Vodafone uses CGNAT so port forwarding isn't possible without a tunnel service.
