I cannot call out

I currently have the European roam plan 51 with Vodafone and I tried to call the UK (using my inclusive minutes) but all I heard was a message in Portuguese (which I don’t understand) and the call got cut off. 
I have been reading that that is the case with Vodafone network when you travel to Europe. 
can someone assist urgently?

I have done that and  now saying connection to this number is restricted (even though there is no bar on making international calls )
