I sent a written complaint by registered mail and still no response after more than a month. Is this the norm for a company that is meant to pride itself on service?

Usually I suggest to use the email address in complaints.
Customer service via Live Chat or 191 or the Vodafone Social Media Teams via Contact-us-for-account-specific-queries can check the status of your complaint.
Vodafone usually have 8 weeks to resolve an issue but if they can't then typically issue a Deadlock Letter fir you to engage with the Communication Omsbudsman.
That said Vodafone should have let you know your complaint has been received and being dealt with.
In regards to written correspondence they state...
"We’ll let you know when your letter has arrived and will aim to resolve the issue within five working days."
