Please explain your whitelisting question context.
BlackListing is hopefully obvious.
WhiteListing for a HP laptop is the Wi-Fi module that can be fitted to work within a country and within that countries Wi-Fi regulations. EG:
An Intel may be better spec but not whitelisted, whereas a Broadcomm is listed.
Fit an Intel and fail to communicate.
In this context I guess it is about advertising revenue. For instance if you go to the party play website and click on the terms and conditions you get a small bit that says...

*For reference we are all now supposed to be using "allowlist/passlist" and "denylist/blocklist".
Allow-lists really are as selective as they sound - if you are not on the list you are not getting through, though they can be categorized.
Performing Rights Management is a minefield! PRS which collects royalties for its members does it's best, but the regulation across Europe is still VERY uneven with each individual country regulating independently!
