Why is my Vodafone broadband blocking internet access to a perfectly harmless website?

I am trying to access this website http://en.ejie.me/help.html to download a help file for a small program called Clover, which adds tabs to Windows Explorer, as described here - https://www.majorgeeks.com/files/details/clover.html

Vodafone blocks access with the message shown in blue below.

Question 1 - why are they blocking it when 91 out of 93 security vendors do not consider it to be malicious? - https://www.virustotal.com/gui/domain/en.ejie.me

Question 2 - How can I access my 'allowed list' so that I can add the site to it? 

Vodafone Content Controls - Access blocked . You won’t be able to access this page because it’s been blocked by your content control settings. If you want to access this page, you'll need to change your content control settings or add this site to your allowed list.

NB. The website was not blocked by TalkTalk , who were my previous ISP.  The program itself is completely harmless - I've been using it for years on my Windows 7 machine.

As the message says, you'll have to change your Content Control settings. They're your settings, not Vodafone's.

I can access the page just fine.

I can't find it. Should I be looking in the router settings or in the billing web page?
