EU Roaming - cannot make outgoing calls

I'm in Portugal and have purchased the roaming package.

I can receive calls, data is fine, but I cannot make any calls. The bar for outgoing calls when abroad is off. 

I'm on Vodafone P network. 

Any ideas?

(Just to add, I'm trying to call UK +44 numbers)

Fixed: I restarted the iPhone!
