I applied to Vodafone for a network unlock code for my Samsung S9 on 4th Sept. Nearly four weeks later, despite five calls to customer support, I have still not received the code. They keep telling me that they need to get the code from Samsung. I have spoken to Samsung, and Sumsung insist that the network unlock code is not their responsibility. My contract ends in four days, and vodafone have tried several times to get me to sign up to a 12 or 18 month contract. Vodafone know that without the unlock code, I can't change networks. It appears that Vodafone are intentionally delaying providing the code so I can't change providers.
