As a process of elimination can you try your sim card in another phone and then see what happens ?
If that does not help then I would suggest contacting Vodafone Customer services via 191 or Live Chat just to have your access looked at again.
Personally i visited my Vodafone Highstreet Store and they accessed my account to help me as I wanted to access a betting site.
If you get stuck come back and try the Vodafone Social Media Teams via Contact-us-for-account-specific-queries as they have account access too.

If you have removed content control, I would suggest contacting Vodafone through the Customer Service channels to make sure the restriction has been fully removed and there is nothing hiding in the background at network level.
You can also try refreshing your network settings by removing the SIM, powering back on the phone, replace the SIM followed a manual roam, this can be done through the network settings on your phone. Also further information on device guides here: Device Guides
