Read this before going through pointless wasted hours talking to tech support
I recently moved to Vodafone with PAC transfer and setup One Number plan subscription.
Now initially I had tremendous problems trying get past the “setup mobile service” stage. If like me, you had this setup before the PAC transfer was complete, you will have to perform the eSIM move option on the Vodafone portal, completed this within minutes not hours. Once this is done, look at the Watch app on your iPhone and check the mobile service status. It may have setup automatically or like mine after selecting the setup option again. I then thought my Watch still wasn’t working or there was something wrong with the plan settings, so went on to support again. Discovered it was lack of knowledge on both parts as to how the technology actually connects and works alongside Wi-Fi etc. Important prerequisites are necessary.
Other changes to phone settings that I don’t think made any difference but could help others to kick the service in faster is to disable “Wi-Fi calling” and “call on other devices”.
Hopefully this prevents someone’s stress levels reaching through the roof and helps you get there in minutes as opposed to days according to other numerous posts with similar Watch issues.

Hi there @Ewen 👋 I'm sorry that you've had a poor experience trying to get your Apple Watch back up and running, following your port over.
We really appreciate you taking the time to leave your post and provide this information for others - it's really helpful 🙂
