Unable to add Apple watch 3 to data plan

Hi, I took delivery of a Apple Watch 3 yesterday, all is good with the watch apart from the data connection, when I go to add it on my iPhone it takes me to a Vodafone sign in and then says you've reached the top of the mountain and can not add this device. As far as I know I have only ever had my phone and nothing else. Can anyone help out?

@Ellenholmes Is this for the pairing itself, or for the ability to use the cellular features on your Watch using your phones plan?
