cant disable RCS

Hello, I have moved from an Android phone which switched RCS on without my knowledge to an iPhone


I disabled "Chat" before resetting the phone and i now cant receive any messages from android users who have RCS enabled.


I have tried to disable on googles webform but get the message saying I need to contact my carrier.


Technical support so far have hung up on me, said it must be working because you have no bars on the account and told me that there is no way to text between iPhone and Android. 


Anyway to get through to any tech team that understands what RCS is and how to disable?
