Hi there just wondering if anyone can help my husband had to phone 999 the other day for a ambulance but it would not connect kept saying press 55 but it would not go through he has a registered pay as you go iphone 4s never used to be like that has anyone else had anything like this in the end he had to borrow someone eles phone to make the call bit concerning really

Calls to the emergency services are not treated the same as other mobile tel calls and will connect on any available signal.
When you call the emergency services and are in danger or the intruder might hear, you are given the option of dialling 55 as a silent solution.
There is further information about the silent solution on the links below. If you use Google, there is other helpful information about the service.
Emergency Calls - Silent dial 55 solution
If you had dialled 55, you would have been connected to the emergency services.

calling 999 shouldn't be an issue.
Even without signal the phone would use any available signal from other networks.
