I don't understand it either

I have bought BlackBerries over the years and been with Vodafone for a long time too. I bought the Priv (UK) in Carphone Warehouse because Vodafone delayed for months before deciding to stock it. As others have said here, other carriers released Marshmallow to the Priv weeks ago and Vodafone hasn't done so. It would come from Vodafone not BlackBerry. Like others I too bought an O2 sim card, popped it in, did the update, then replaced the Vodafone sim.
I am more loyal to BlackBerry than to Vodafone and like many others too, I imagine, am considering switching to O2 or another carrier.
It is one thing saying that Vodafone won't comment on updates as many users no doubt get anxious and pester them. However none of us know if Vodafone ever plans to release Marshmallow for the Priv; if the delay is for good reasons concerning adapting the software; if Vodafone doesn't care about BlackBerries and the Priv so puts them to the back of the queue; or is delaying deliberately to get people to buy Iphones or Androids, which the company would probably prefer. In the absence of any explanation I suspect the latter.
Vodafone will lose business over this and I don't know if they care about this or not. We would all be clearer if they made some sort of general public announcement about where they stand with BlackBerry phones and their software.

Vodafone certainly won't be making any statement - that isn't their style.
What is clear is that this network will not invest in promoting or dealing with manufacturers who are now very small players in the market place. We've seen this with Blackberry, Windows Phones and most recently with the decision not to stock the HTC 10.

Not correct. As stated before the manufacturers are responsible for the roll out of firmware and not the network providers.
Also, just to add further clarity, your handset isn't even a Vodafone branded one. It was supplied by CPW from their own stock which means it doesn't have Vodafone firmware on it. In fact it has nothing to do with Vodafone other than the fact that you're using a Vodafone SIM card in it.
So, in summary, you're blaming Vodafone for not rolling out firmware to a device that isn't even running Vodafone firmware in the first place and isn't a device they have supplied you. I'd suggest that you take your issue up with Blackberry directly as it is a problem they have caused. Perhaps they can shed light on why the firmware will only update on an O2 SIM card. Firmware updates are usually specific to a particular device IMEI range and are not dependant on what SIM card is in that device.

Vodafone do not roll out firmware. The manufacturers do. This has always been the case. No network rolls out firmware.
Yes, you will get Vodafone customised firmware if you have a branded device. However, this is pushed out to your device by the manufacturer. Vodafone do not send out the firmware.

The concept of a network rolling out an OS update to an unbranded phone is simply impossible. It would like Vauxhall producing a software update for your Ford Mondeo.
There is no connection between the manufacturer and the network if the phone wasn't supplied by the network.
Whatever the issue is, it simply cannot be related to Vodafone.
