Hi if I was to buy a second iPhone 7 on Vodafone and the person who’s selling it don’t pay there bill can the phone be blocked or do they just block the SIM card?
Hope someone can help before I buy one,

If the person who sells you the phone then reports it stolen under an insurance policy Vodafone will certainly block the phone on the instructions of the insurance company.

When a phone is supplied on contract, it is generally the customers property from the beginning and they are free to do whatever they like with the phone, including selling the device.
However, If you are going to purchase a phone from an unknown seller, it will be at your own risk. There is nothing stopping the seller reporting the phone as lost or stolen and asking Vodafone to IMEI block the phone. Should you be at all concerned buy from a reputable source where you have some comeback and guarantee.
