Cannot use Samsung S3 in Europe

I have been to Europe twice this Summer and on both occasions I have been unable to use my Samsung S3.  Once I arrive in a country, I receive the traditional welcome text but that is the only text I will receive.  So cannot send or receive texts, picture texts or initiate or receive phone calls.  I have checked with Vodaphone and they confirm all call barring has been removed.  My phone is only a year old .  My old phone which was not a smart phone worked fine previously  in Europe.  Can anyone help please.  I am at a loss as to what to do next.

OK, a couple of things.  Make sure that roaming is enable on your account.  You should be able to do this yourself via the My Vodafone link in the red banner above.   The other is to check that all the roaming boxes are ticked on the phone itself.
