Have you got both VMC9.3.6 and VMC Lite installed on your laptop? You'll recognise 9.3.6 by the 2 icons on your desktop (Vodafone connect and SMS).
If this is the case try using just the VMCLite software, another thing be aware of is to make sure you're using the same USB port each time or the modem software will continuously attempt to re-install itself.
