Customer Service Management - Delayed Upgrade

It's abyssmal. I've spoken to over 15 people, an upgrade ordered 5 times by the upgrade team and the 'Specialist Care' team, a £10 call to the Head Office, still no upgrade received, it's now day 35. A can a company operate like it does. Nobody knows what they're doing, so many departments where there is no communication. Is Vodafone too large?

Have you been advised what is hindering your Upgrade ?

If processing this Online or over the phone is not working can a Vodafone Highstreet Store or somewhere like Carphone Warehouse Upgrade you. With upgrading through Cpw or another 3rd party however certain discounts such as Employers VEA isn’t available.

Thanks for your response. The 'Specialist Care' team said there was something wrong with my account, only my account out of 19 million. A 'Superuser' rectified the problem after upgrade request 3, the two requests after didn't materialise of course. 

If I do upgrade through a Vodafone store our CPW I will miss out on a 25% discount. That's why this mug is still with Vodafone. I suppose that's why Vodafone has a large customer base because of its prices not because of its service. Surely Ofcom need to intervene. If I see a deal I'm off, Vodafone are encouraging me to leave at the moment.
