Interesting theory, of course the only problem here is the ability to 'remote wake up' the dongle. it should be a simple case of leaving your modem plugged in and 'waking it up' by clicking on the desktop icon (VMC), that's if you're remotely viewing your desktop.
The dilemma of course is that you wouldn't be able to administer Remote PC as your dongle is effectively 'asleep' until you wake it up.
There's no active way to dial into the modem itself as it is split up into two entities (more or less),
1. the sim card (we can usually refresh this via the network and access it in one way or another
2. the VMC (Vodafone Mobile Connect) software which actively requires windows to function at all, this contains the exe file you'd need to activate to get anywhere close to 'waking up' the modem, as the file requires windows and is separate from the network/sim, there is no way to run it.
Idea: Your best be would be to research a third party application capable of launching an exe file at a specified time (a timer),
