Hello
Earlier today I dropped my Vodafone phone (it's about 9 months old) onto a tiled floor from a height of about 2 feet. The glass is not broken and when I plug it in as if to charge it, the red light comes on at the top of the phone, but it won't turn on.
Does that mean it's broken?

Try another charger just to make sure it’s not your original one that’s gone faulty.
If that gives the same results then then it’s likely something has happened internally with the phone.
As accidental damage isn’t covered under the 24 Month Manufacturing Warranty you would be most likely charged if they can see Damage to the casing which looks from a drop or you tell them you’ve dropped it.
The cost of any repair would then need to be outweighed against the cost of replacing the phone.
Or check any in place dedicated mobile phone insurance, household contents insurance or some bank accounts provide mobile phone cover as a perk of the account. T&C’s and excess fees would need to be checked.
Or see what upgrade options you have.
Or sell that as a damaged phone and use the proceeds to buy another from Vodafone, an independent like Carphone Warehouse or buy one 2nd Hand from places like C.E.X.

It's not quite clear from your post whether you think you need to charge the phone before it'll turn on - ie whether the battery may be flat. If that's the case, leave it on charge for as long as possible as a flat battery sometimes needs several hours before charging starts properly. Don't leave the phone completely unattended just in case there's a fault and it overheats, though.
If that's not the problem, then yes, it'll be a question of balancing the cost of repair against that of replacement.
