Edge rollout question

This is a "just wondering" type of question, picking up on the Vodafone response to Topic http://forum.vodafone.co.uk/index.php?showtopic=55414.
At the weekend I was in the very rural wilds of LE67 2SL (I guess about 2 miles from nearest cell, so don't even think about 3G coverage unless I go sit on top of a little hill in a nearby field which has line-of-sight to where I think the cell is).
I noted that that location now has Edge coverage (as advertised by the little pop-up balloon when connection is made). So, that's good news for when I'm out that way.
However, during the recent 3G outage on cell 73156 which impacted my more usual (suburban) LE4 8LJ location, the only coverage available was plain ol' 2G, even though the cell I was getting service from was probably a lot closer than that one out in the sticks.
The question therefore is "Is the Edge rollout being prioritised to areas for which 3G coverage is normally marginal or non-existent"? Just wondered.
