I'm on iOS 9.2.1 but this shouldn't have any effect on iCloud backups.

@katebadge If the Vodafone store is unable to suggest anything other than a sim swap you could always visit an Apple store and speak to a Genius, they may have come across the same problem although there is nothing on the Apple forums that match your predicament.
Just as an aside, it is worth you backing up regularly with iTunes, although iCloud is handly it is not as versatile as iTunes if set to back up automatically. With iTunes you decide when to back up and therefore overwrite the old backup. I only ever use iCloud manually so what and when I back up is my choice and not Apple's.
If you do end up in Apple the first thing they will tell you do do is to install the latest ios, so it may be worth doing that . But I confess I have not done so!

I don't see what Vodafone can do to help here. They don't keep text messages and they don't control the iMessage service. That is entirely 100% down to Apple.
Personally I never delete text messages on any phone I;ve had - never seen the need to. They can come in handy and the storage space they take up is relatively small.
