You have the set payg tariffs available from the one @63johnw mentions and the Big Value Bundles. 

They cannot manually adjust the allowances. 

Ie remove the data part and add more minutes. 

I understand what your saying about the functionality of your phone but most smartphones use data also in the background to update location based apps, weather, social media updates and having emails sent from the email server etc so data is an important part for most.
