Hi,
Vodafone will have blocked the SIM card to stop unauthorised usage.
They will ill send a new Sim Card to you and you may have to contact them when it arrives to have the account bar lifted for the new one to work and activated if required.
Regarding the iPhone here is some info from Apple on Lost mode
Regarding replacing the iPhone.
Do you have Vodafone Insurance, if so Vodafone Insurance and How-do-I-make-a-claim-under-Vodafone-Insurance.
If not then check any Home Contents Insurance and or some Bank Accounts provide cover as a perk of the account. T&C and Excess fees would typically apply.
If not then I'm afraid you'd have to purchase a new phone or perhaps a second hand one or look to see when your early upgrade date is.
