Modem faults do not usually result in a degredation of service like the one you describe - it would usually prevent you from connecting entirely, or stop the computer from recognising the modem.
Since that's not the case here, it seems more likely that there's a network issue in your area causing this behaviour. I've checked the local sites in your area, and some of the statistics for data connects do appear to be a little iffy, so we will need to a raise a case to our engineers so the matter can be investigated further
