Mobile Broadband - Usage in the EU

When it says on the charges page that it's £9.99 for 50mb to use mobile broadband with the dongle in the EU from 15th june - Does that mean that it's charged pro-rata or that as soon as you connect you are charged £9.99 but won't be charged again until after 50mb or a day later?

...and is that the same for all standard mobile broadband with a dongle tarrifs?

You will be charged soon as you connect to the internet and won't be charged again until you exceed the 50MB, and this is the same with all standard mobile broadband dongle tariff's.
