Can you confirm that the modem lights up / works on another PC? If it is fine, I would recommend trying another USB port for starters (not through a hub, though).
Other than this, you may need to go into your Device Manager and see if there are any highlighted ? or ! marks in your Universal Serial Bus Controllers drop down - if so, can you try disabling the Mass Storage component of the modem, and rebooting? This sometimes does the trick. As we're not Microsoft Accredited technical support, I would recommend setting a current restore point just in case you need to revert back - we can't be held responsible for any Windows-related issues, so it will be at your own risk.
Failing this, can you provide screenshots and/or more info? Anything may help the community spot something that they might lead to a solution.
Your last port of call will of course be a qualified Microsoft technician performing a hands-on check, but pelase let us know how you get on!
