I've never got on very well with the Samsung browser, but there are are alternatives such as Chrome and Firefox and those can sync with what you use on your desktop, too.
Have you tried going into Settnigs|Apps (you may have to look under All rather than Downloaded) and tapping on Delete Data? That might nuke it.
