PAYT USB dongle - why do i go over my 3Gb limit?

I checked on the online meter to see if 3gb would be enough for me each month, it comes up that I would have plenty but I keep getting extra charges on my monthly direct debit for mobile browsing and data? of around £12.76 which makes the dongle twice the price for 3gb!! I only use it for Facebook and a couple of emails a day, probably from 3 to 5 hours some days but not always that much, I don't download music or movies or anything like that and the meter that I have that shows me my useage is always way under the 3GB at the end of each month so I don't understand why I keep getting these extra charges, please advise??
