You can block the SIM card and IMEI block the phone by using Live Chat or calling Customer Services.

Vodafone then can send you a new SIM card or pick one up from a Vodafone store where they can transfer your tariff and number to the replacement.
They may then need to lift any account bars placed when you reported it lost.
If you use gmail there's a good chance your contacts will be copied there or via a form of iCloud backup.
