Well tbf to Vodafone they have just helped me a lot when I called up and explained my situation, they have offered me a goodwill offer as a long serving customer to upgrade to a sim only deal for 12 months which will reduce my bill massively - I also get 16 gig of data ! - that will do me for now as my handset is decent

You won't be able to reduce the standard monthly line rental, that is agreed.
If bills fluctuate between £70-£90 each month, you need to go through your bill and the itemised charges to find the reason. There could well be some extra out of bundle charges adding to the monthly outgoing.
As far as the mobile WiFi device is concerned, if you are not going over the monthly data allowance, the amount you pay should only be the monthly line rental.
