I have an old phone that I use as a mini tablet, but I must admit that I haven't considered cell standby usage. Is it much? I doubt there's a way of turning the radio off as it's not something the device is configured to do. You could try turning mobile data off, but I doubt it would have much effect. The battery life on my active and non-active phones seems about the same, so I doubt that the lack of a SIM is boosting the radio to the extent that usage is serious. Airplane mode will turn everything off, of course so you won't be able to use wifi with it activated.

Cell Standby is reported as 29%
Data is needed to be on for wifi syncing.
Airplane mode on and wifi ondoes work on mobile phone but not this tablet!

I had a look at my no-SIM phone over the weekend. It reports 38% cell standby with the screen off, with Phone Idle, Wifi and Android System (15%) being the only other users. For Screen-On, only Android System appears in System Usage (now at 15%, others being insignificant). The figures for All-Time are the same as Screen-on, and apps are the main users.
In short, cell standby is only significant in percentage times when the screen is off and the phone is idle. It doesn't mean that the process is using 38% of your total battery - just 38% of the small amount of usage when idle.
