iPad 2 Unlock

Am I right in thinking that although iPad's should be unlocked to any Network, Vodafone lock it once you put the Sim Card in? My contract expires in April and I have found cheaper tarrifs elsewhere. Am I able to just put a different sim in from another provider or do I need to get the iPad unlocked? It's an iPad 2 if that makes any difference.
