iPad pay monthly personal hotspot / tethering not working

I've got a 2GB pay monthly plan with my ipad, but every time I try to activate Personal Hotspot it says to go to the Vodafone website. I tap Go to Website and then find the guide, but its useless because every time I try to activate it, it shows the same message. What's going on?

I have an iPhone 4S and have also been trying to activate the personal hotspot to use on my pay monthly contract. I keep getting to the iPhone page but cannot find how to active it on there. Is there anybody who can help activate this service?

I bought a SIM card for my iPad mini 2 but cannot enable a personal hotspot.

It seems to be a common theme here and all say you have to do it and you will send me instructions.

Hi, it can take 48 hours for the team to respond here.

If your sim is PAYG then (as far as I know) you cant thether on PAYG only on pay monthly sims.
