restricted calls

So l am abroad and have the Vodafone £3 international deal. Except l cannot make outgoing calls to UK it says number restricted. Checked my Vodafone and there is no bar, checked iPhone and data roaming is on but still no joy, had this same problem last year on my iPhone 4 but never got it resolved with Vodafone who did not have a clue why. Question is other than anyone else's suggestion is my mobile number just too old? Sounds crazy but had this number since 1990? Is it time to jump ship? Take my number to a supplier who can allow me to use the phone while abroad!
