The other possibility would be to use a file manager app such as File Manager (Explorer) from Cheetah Mobile or ES File Manager. These can see your network and access it over wifi. I think you'd need to set up a shared folder on your pc to allow access, but you should then be able to pull content from it.
Note that 3rd party file managers can't write to an external sd card due to Android security. To put content there, you need to put it on the device first, then use the system app to move it to the card. Clunky, but the only way. :smileysad:
But I agree with bandofbrothers1 that this is probably a driver issue. Windows 10 has been known to throw up a few of those.
