set up Personal Hotspot iphone 5

Hi Everyone.

Can someone tell me how to set up the personal hotspot please.

I click on personal hotspot via general - mobile but all I get ius a link to a web page but it dosent actually tell me how to enable personal hotspot?

If you have an iPhone plan this should be enabled but I'd like to check your account to make sure.

I'm trying to make my iPhone 5 a hotspot but it tells me I need an account to use it I've made an account (obviously) and I still won't activate.. Please help ?
