If I log on to the router and check the connection speed, my current connection speed shows 54999 kbps, whereas the max rate shows 61531 kbps. The max rate does fluctuate a little (approx 1Mbps), but even if I reconnect or reboot the router, it never connects to the max rate and only goes to the 54999 kbps.
Does this seem like a stuck profile or something different?

As per the reply to @MrWhite, show us your DSL stats.
Vodafone certainly don't cap speeds generally, here are my stats to show that.
Current Rate | 79999 kbps | 20000 kbps |
Maximum Rate | 90883 kbps | 25754 kbps |
Signal-to-Noise Ratio | 5 dB | 9.3 dB |
Attenuation | DS1 8.9 dB, DS2 21.4 dB, DS3 33.4 dB | US0 2.0 dB, US1 14.8 dB, US2 23.9 dB |
More likely you have a problem with the DSL connection to the cabinet, however good luck getting Openreach to look into it
