Mobile wifi pay as you go

Hi I work for a charity and we're trying to buy 35 mobile wifi dongles for extremely isolated careleavers living alone and unable to connect to the internet because they don't have home wifi. They are on their own in bedsits, no family, small social networks and with very limited credit on their phones.

We'd like to buy dongles loaded  with three months usage to get these vulnrable young people through the covid-19 lockdown. They will be used to browse the internet, send emails, connect to their colleges to do coursework, listen to music, watch films etc. We're also buying them refurbished tablets

What is the cheapest and best package/plan/device I can purchase for them?

I agree its important to keep connected.

An alternative to buying mobile broadband dongles and then top up data packs is to add Big Value Bundles to Vodafone Payg sim cards to use on their phones 》Pay-as-you-go/Big-Value-Bundles.
