3G / 4G Intermittent data - 100% Packet loss.

I have the Max Unlimited plan (contract) and use a 4G router at home for my PC. Data throughput is normally continuous but recently inbound and outbound data has been in bursts as you can see below.

It doesn't matter if I use WIFI or Ethernet. It's the same on both 3G & 4G. I have tried a different router and put the sim card in a phone and have the same problem. This happens on all bands (1, 8 & 20). The idle time between bursts is around 5 seconds. In this 5 second period there is zero data inbound or outbound (100% packet loss). 

This makes gaming and streaming inpossible, not to mention sometimes waiting 5 seconds for a website to receive my request.

I do live in a seaside area and the population of our village doubles during the holiday season. This time of the year I have to use 3G because 4G seems to be at full capacity with download speeds of 2Mbps (it goes upto 50Mbps around 1am - 7am).

Does anyone else have this issue? I have done every piece of troubleshooting possible. Is it some kind of compression for high usage areas?

EDIT: I live close to the mast and have 100% signal on every band.
