What initiates a roaming charge when outside the country ?

Would one expect a Vodafone contract in Spain to be the same ?

There are a lot of complaints here about charges being incurred without using the phone.

Not necessarily @brianposter Vodafone Spain is a entirely different network and company.  If you have any questions regarding Vodafone ES, you will need to speak to them directly.
