It has now been agreed by all the major mobile phone service providers that the maximum you will pay if your phone is used to wrack up hundreds or thousands of pounds in call charges is £100 providing that you report the theft or loss of your phone within the first 24 hours. Vodafone being one of the 'major' providers should be included in this ruling.

How?
All the networks have agreed to maximum of £100 (can do less if they want) which is a marked improvement on the current situation.
However, it takes about two minutes to set-up the two PINs (Phone & SIM) required to prevent usage due to lost/stolen, so it's not exactly difficult to avoid.

Nearly... it's £100, and Vodafone have already agreed with an expected implementation date no later than September.
